They were able to track the costs savings to schools when the sole-sourced roofing manufacturing specs were made competitive. This was one of the first such reports around the US.

It was the first national link of the scam - from New Jersey to California, linking the New Jersey State Commission of Investigation Report, "Waste and Abuse in School Roofing Projects", published in September, 2000, with Janet Campbell's case in San Francisco.
